Eligibility
The principal investigator must be associated with the University of California or California State University (UC/CSU). UC/CSU researchers can partner with members of other public and private institutions, such as other universities, non-profit organizations, community-based organizations, or private research institutes to submit a multidisciplinary pre-proposal.

Preferences
Scoring Criteria for each project area: Responsiveness to the goals and objectives outlined in the pre-proposal solicitation (15 points), Policy relevance/benefits to the state (10 points), Previous work (15 points), Technical merit (25 points), Level and quality of effort to be provided (15 points), and Cost effectiveness (20 points) for 100 total possible points.
