- Plug-In Hybrid Electric Vehicle (PHEV) Base Incentive: $9,500 with an additional $2,000 Disadvantaged Community (DAC) incentive

- Mobility Option: $7,500 for all

Eligibility
Must be 18 years or older, must be the legal owner of the vehicle listed on their application, must be a resident of San Diego County, and must have an income at or below 300% of the current Federal Poverty Level as defined by the U.S. Department of Health and Human Services. Proof of vehicle ownership, residence, and income are required. The trade-in vehicle requirements: Currently registered to an individual with the California Department of Motor Vehicles (DMV) with a valid and unexpired registration sticker; Continuously registered in California with the DMV during the two consecutive years preceding the current registration expiration date, with no lapses in registration totaling more than 120 days; Gasoline or diesel-powered light or medium duty vehicle; Model year must be 2009 or older; vehicle must be functioning.
Eligible Activities
Eligible replacement vehicles are plug-in hybrid (PHEV), battery electric (BEV), or fuel cell electric (FCEV). You can purchase new or used vehicles. Conventional hybrids cannot be leased and leased PHEV, BEV, and FCEV must be new. Leased vehicles must be listed on the New Vehicle Eligibility List. Used vehicles must be eight years old or newer and have less than 75,000 miles. All replacement vehicles must be purchased or leased through participating dealerships.
Notable Requirements
For the retired vehicle, the program participant will be required to complete a functionality test performed by an authorized dismantler. Participants may also be required to undergo a tailpipe smog check. An unregistered vehicle or currently registered vehicle not meeting the Retired Vehicle Eligibility may also be eligible if proven to have been driven primarily in California for the last two years and not registered in any other state or country in the last two years. See Eligibility above. Applicant income must meet the program eligibility requirements. The applicant’s vehicle model must be 2009 or older, under the applicant’s name, operational in California for the past two years, and can pass the operability test.
