- Innovator Grants: $75,000 to $300,000
- Catalyst Grants: $300,000 to $750,000
Average grant size is approximately $300,000. Around 15 total grants will be available.
Eligibility
Nonprofit organizations, Tribal governments (both federally recognized and state-recognized) and intertribal consortia, local governments, institutions of higher education, U.S. Territories and States, Native Hawaiian organizations, the Department of Hawaiian Homelands, and the Office of Hawaiian Affairs.
Eligible Activities
Designing and implementing behavior change interventions at the local level, using a clear strategy for reaching and changing the habits of target audiences. Education, peer engagement, service design, practical tools, and other approaches may all form part of the strategy; Developing or distributing food management or waste prevention tools (e.g., portion guides, inventory trackers, storage aids, or meal planning resources) that make it easier for households to adopt priority behaviors; and/or actively engaging in a “community of learning” with the other grantees.

Preferences
Projects are encouraged to include members of low-income, rural, and/or Native American communities. Projects should deploy multiple interventions to drive adoption and demonstrate measurable effects at the household level. Strong proposals will combine multiple intervention types with particular attention to approaches that lower barriers to adoption of behaviors and make the behavior the easier choice.
- Base Evaluation Criteria for all applicants: Project Summary (10 points), Behavior Change Strategy (20 points), Technical Approach (project goals, objectives and workplan) (30 points), Data and Reporting (10 points), Leveraged Funds (5 points), Innovation (15 points), Capacity and Past Performance (10 points) for 100 total possible points.
- Additional Narrative Requirements for Catalyst Projects Only: Catalyst Criteria: Impact and Influence (10 points), Network and Partnership Strength (10 points), Leadership (10 points), Program Readiness (10 points), Transferability and Scale (10 points) for 50 total possible points.
