Award Details
- Up to $750,000 for disasters that are not Presidentially Declared Disasters (PDDs)
- Up to $1.5 million for Presidentially Declared Disasters (PDDs, referred to as Major Disaster Declarations by FEMA)
Note: HUD may choose to fund only certain activities, projects, or programs proposed, or provide less funding than the full amount requested.
Eligibility
Eligible applicants are Tribes and Tribal organizations as described in the ICDBG regulations at 24 CFR §1003.5.
Eligible Activities
If the threat requires immediate action, applicants may request a "Letter to Proceed" from HUD, which allows the applicant to incur certain pre-award costs. These “Imminent Threats” must meet four criteria: 1) be independently verified; 2) be of a non-recurring nature; 3) represent a unique and unusual circumstance; and 4) impact an entire service area. See Page 3, Section 2.1 of Application Instructions above for a list of Eligible Activities.
Duration
Notable Requirements
Applicants must demonstrate to HUD’s satisfaction that funds to address the threat cannot be made available from other Tribal or Federal sources, including IHBG and program income. There needs to be proof that there is an imminent impact to an entire service area, proof of non-recurring threat, and independent verification from a qualified party verifying that the threat is urgent, currently exists or will soon arise. Qualified parties include HUD, Indian Health Service, FEMA, or privately employed engineers.
Preferences
The program is not subject to the primary program objective requiring that funds principally serve persons of low- and moderate-income.
