Farmworkers Advancement Program (FAP) Grants support projects that focus on farmworker needs at the regional level by offering essential skills and upskilling training to advance in the agricultural industry and/or prepare for opportunities outside the agricultural sector. FAP programs will position farmworkers to access good-quality jobs, including those that pay family-sustaining wages, offer benefits, provide predictable hours, offer opportunities for career advancement, and promote worker voice. Projects will also provide wraparound support and resources to build skills, prevent job loss, and lay the foundation for upward mobility.

Eligibility

Eligible entities include: Non-profit organizations, local labor partners, Tribal governments, community colleges, local workforce boards, education and training providers, and farmworker-serving organizations such as worker centers, worker cooperatives, and labor unions. Applicants can serve participants anywhere within the state of California.

The target population is agricultural workers, and priority of service must be given to low-income individuals and veterans, including the following:

  1. Eligible migrants or seasonal farmworkers, who have been primarily involved in agricultural or fish farming labor within the last 24 months.
  2. Dependents of an eligible migrant or seasonal farmworker.
  3. Eligible migrant or seasonal farmworker young adults aged 18-28 who are individually eligible or dependents of an eligible farmworker. The subset of FAP eligibility entails a multi-generational approach to create pathways.

Agricultural and farmworker populations include workers with frontline occupations unique to the industry within communities and regions with high numbers of farm workers.

Priority will be given to applications with a proposed service area within the following two target regions: 1) San Joaquin Valley and Northern California and 2) Coastal and Southern California. Refer to the solicitation for the list of priority counties.

Eligible Activities

Projects for farmworkers that offer skills training for roles in the agricultural industry, as well as essential skills training in English, math, and digital literacy. Eligible activities include upskilling programs, workforce development opportunities, wrap-around support services, innovative career pathways, and collaborative partnerships that advance opportunities for agricultural workers.

Duration

18 to 24 months

Preferences

Applicants are strongly encouraged to demonstrate established experience in workforce development, including prior delivery of training, upskilling, or wraparound services. Evidence may include past program descriptions, participant counts, and outcome data.

Emerging or less experienced organizations are welcome to apply; however, applicants without an established workforce development track record should demonstrate formal partnerships with experienced workforce development providers who will hold clear, substantive responsibility for service delivery and participant outcomes.

This grant program seeks to create sustainable change by developing collaborative partnerships to design and test new strategies to support farmworkers’ career and wage growth. Successful applicants are strongly encouraged to establish partnerships with employers, farmworker-serving organizations, training providers, WIOA workforce development organizations, and other collaborators to address the needs of the agricultural workforce while effectively administering a WIOA Title I funded program.

Scoring criteria: Statement of Need (10 points), Project Plan (30 points), Performance Goals (20 points), Partnership and Leveraged Resources ( 15 points), Statement of Capabilities (15 points), Budget Summary Narrative Plan (10 points), and bonus points for projects that serve at least one of the priority counties (5 bonus points) for 105 total possible points.
