Eligibility

Open to all California Native American Tribes which are on the contact list maintained by the California Native American Heritage Commission. This includes both federally and non-federally recognized Tribes. Only applications from Tribal governments will be considered.

Applicants are eligible to submit one application per Tribe. If more than one application is received, the application that was received last will be considered.

Group 1 Applicant: A Tribe seeking to receive a direct grant from the CEC to implement the EBD Tribal Direct Install Program as an implementing Tribe.

Group 2 Applicant: A Tribe seeking to receive services from a third-party program implementer.

Eligible Activities

Costs must fall under one of the following three categories:

  • Project Costs are the costs of home retrofits, including equipment, permits, and installation and labor.
  • Project-Related Costs are costs for activities directly related to home retrofits, not including the retrofit itself. This includes identifying homes to serve, home assessments, quality control, and follow-up surveys.
  • Administrative Costs are all other costs necessary for the effective administration of the program. A maximum of 15 percent of available state EBD Tribal Direct Install funding may be spent by Recipient on Administrative costs.

For Group 2 Applicants, 15 percent of the amount allocated to each nonimplementing Tribe will be set aside for the third-party program implementer for the purpose of program administration. The program implementer will be responsible for invoicing the CEC for all eligible project, project-related, and administrative costs. Nonimplementing Tribes will be provided services and will not submit invoices and will not receive any program funds.

Duration

Only Group 1 Applicants recommended for funding on the posted NOPA(s) may enter into direct grant agreements with the CEC. Applications for direct grants recommended for funding will be developed into a proposed direct grant agreement to be considered at a CEC Business Meeting. The anticipated term of the Agreements with the Recipients will be for two years.
