Award Details

Eligibility
Non-profit organizations, community choice aggregators, and Community-Based Organizations. For eligibility purposes, California Native American Tribes and California Tribal Organizations serving California Native American Tribes are considered Community-Based Organizations.
Eligible Activities
- Activity 1: Education and Outreach
- Eligible activities include providing education and outreach on EV benefits, available charging options, and incentive opportunities to potential EV adopters at eligible residences.
- Activity 2: Assistance Applying for Incentives and Rebates
- Eligible activities include: connecting participants to available EV and EV charging rebates, grants, or incentives offered by third parties; and/or providing participants with technical assistance on EV charging options and how to install EV charging to EV adopters.
- Activity 3: Residential EV Charger Installation Support
- Eligible activities include Installing Level 1 or Level 2 residential plug-in EV charging equipment at single-family homes and multifamily homes of participants.
- Limited to households/participants that acquire a new or used EV during the program. Residential EV charger installation support is not eligible for existing EV drivers.
Duration
Projects must be completed within three years for Phase 1 with an additional three years for Phase 2 activities, if proposed.
Notable Requirements
- A limited waiver of Tribal sovereign immunity is required if a Tribe or Tribal organization with sovereign immunity is listed as a proposed awardee.
- A minimum of 250 new or used EVs must be acquired by participants in Phase 1. These 250 EVs may be supported through Activity 1, 2, or 3. Applicants proposing Phase 2 must support a minimum of 500 new or used EV acquisitions in Phase 1 to be eligible to be considered for Phase 2, in addition to other key performance metrics.
- All activities conducted by the Recipient or subrecipient must only serve residents of DAC and/or a LIC census tracts.
Preferences
Evaluation Criteria: Demonstrated Ability to Serve Communities, Households, and Participants in the Proposed Region (33 points), Consumer Engagement Strategy (24 points), Project Budget and Cost Effectiveness (28 points), Evidence of Familiarity with Local Incentive Programs (15 points), for 100 total possible points.
