Overview

Access Clean California is a public service program that helps people find and apply for the energy assistance programs they qualify for and make the switch to cleaner vehicles. Eligible Californians can lower the cost of buying or leasing a clean vehicle, access transit and micro-mobility options, and reduce pollution in their communities. The Tribal Energy & Climate Collaborative is partnering with Access Clean CA to provide one-on-one guided support for income-eligible members of California Native American Tribes to navigate the program with ease.

Award Details

  • Tribal Governments receive support for outreach: 
    • $100 stipends per outreach activity/event prior to September 1, 2026 (virtual or in-person)
    • Total stipend amount available to Tribes is capped – we’ll notify you when reached
    • Stipends are paid via Prosper Sustainably’s Melio accounting system
    • Email-friendly materials for virtual outreach, plus print materials on request
  • Individual Tribal Community Members receive benefits:
    • $5,000–$14,000 toward a new or used hybrid or ZEV
    • Transit vouchers and micro-mobility options such as e-bikes
    • Gift card rewards for completing program milestones
    • Free, guided support from case managers and from TECC
    • Stipends for TECC Tribe Members up to $1,025 total by completing key steps before December 15, 2026 (see Eligible Activities below)

Eligibility

Members of California Native American Tribes are eligible for rebates and grants to lease or buy a clean car, transit vouchers, and other benefits. As a Tribal Government Outreach Partner, you help TECC bring these benefits to your community.

  • Members of California Native American Tribes and other California residents
  • Households that meet low- to moderate-income thresholds
  • Income and geography eligibility confirmed through the BenefitsFinder
  • Checking eligibility is free and never affects credit score

Duration

Tribal government partners have an option to share program information, including at Tribal community events or meetings prior to September 1, 2026. TECC Tribal Members can receive stipends by completing key steps before December 15, 2026.
